IP Philippines: Supports Filipino Patents

According to the new Director-General of Intellectual Property Office of the Philippines (IP Philippines), Ricardo R. Blancaflor, the growing number of patents on Filipino inventions certifies assurance against patent infringer and removes our country from the watch list of US. This will be the mission of their agency in the next five year. The office had confiscated about P5.6 billion worth of fake goods last year, and they expect to snitch at least the same amount this year.

I hope to continue the programs started by my predecessor, Blancaflor said to the reporters at the sidelines of a copyright forum, citing awareness campaigns and partnerships with business and the academe to improve registration, commercialization and enforcement of intellectual property rights (IPR).

The agency's scheme is to have a higher share of Filipino patent registrations from 5% to 20% by 2015. Mr. Blancaflor is now waiting for the Supreme Court's approval of special rules for IP cases to expedite measures and give confidence to owners to chase lawsuits instead of reconciling with violators. The agency is now facing the challenge to avoid being devalue in the US Trade Representative’s Special 301 Report thus to improve IPR protection. Moreover, Mr. Blancaflor attended the regional workshop to be an advocate of World Intellectual Property Organization (WIPO) to increase the copyright registration.

With the aid of media, the sentiments of others will be heard. Richard C. Owens, WIPO Director for the Copyright E-Commerce, Technology and Management Division, said that the future of patent is digital and documentation. Under the international treaty called the Berne Convention for the Protection of Literary and Artistic Works, the copyright registration is not compulsory for authors to defend their work or file for infringement cases; it provides a simple means to create authorship.
