DOST and Small Enterprise Technology Upgrading Program

The Department of Science and Technology (DOST) develop a flagship venture with Small Enterprise Technology Upgrading Program (SETUP) which subsidize about P16, 758,514.73 for Micro, Small and Medium Enterprises (MSMEs) projects since 2003. The said project is a non-collateralized and interest free program. President Gloria Macapagal Arroyo calls for more focused assistance programs for MSMEs. Arnold Inumpa, DOST's Benguet Provincial S&T Center Director, explained that as of February 2009, 46 SET-UP projects are expected for the Benguet region. He wants to pursue MSMEs in Benguet and also in CAR to benefit with the program so that they will be able to develop and grow their businesses.

SETUP focuses on 6 priority MSME sectors:

  1. Food Processing
  2. Marine and Aquatic Resources
  3. Furnitures
  4. Gifts, Toys and Housewares (GTH)
  5. Horticulture
  6. Metals and Engineering

The project aims to encourage countrywide development by advancing MSMEs through technology application and upgrading. This will let them expand their business, earn more by providing more employment and help the country's economy. Any individual, group, association or cooperative with pre-existing legal business or enterprise can apply to the project. People just need to visit the provincial S&T Centers in their area and DOST staff will assist them.

SETUP project not only offer technology or equipment upgrading. They also include Technology Assessment, Innovation System, manpower training, consultancy and technical advisory service.

Under this program DOST will offer Product Standard Testing, Packaging and Labeling, Data Base Management Information System, and Linkaging Networking (for raw material sourcing, marketing, technical and entrepreneurial, financing and equipment design and fabrication).

Businesses located in Benguet, only eight projects were approved in La Trinidad, Kabayan, Bugias and Bokod. Tublay and Tuba people recently submitted their applications. [via pia.gov.ph]
