Academician Torres is currently the president of Mosaic Communications and an active participant in various government and non-government educational programs concerning applications of information technology. At present, Acd. Torres is also actively involved in numerous organizations in different capacities like the e-ASEAN Business Council for ICT, Meralco Foundation, Mapua Institute of Technology, among others. Acd. Torres obtained his Doctor of Philosophy (1971) and Master of Science (1968) in Computer Sciences from the University of Wisconsin. Before this, he also did graduate studies in Mathematics and Statistics at the University of the Philippines. He attended his Bachelor of Science in Mechanical Engineering degree from Mapua Institute of Technology. Acd. William T. Torres was elected to the National Academy of Science and Technology in 2001.
