Because of his contribution in providing information about leptospiral disease, President Arroyo conferred the rank and title of national scientist to Dr. Teodulo Masangao Topacio Jr.

The conferment was made under Proclamation No. 1762 and was made based on the recommendation of the national Academy of Science and Technology.

Topacio was recognized for his contribution to information on leptospiral disease of domesticated animals, which may provide the foundation for institutional control measures for these ailments.

The rank and title of national scientist was created under Presidential Decree No. 1003-A dated December 16, 1976 for the pre- eminent achievements by Filipinos in science and technology that have contributed to the progress of the country and humanity.

As a national scientist, Topacio would be entitled to privileges and emoluments. [via]
